Standards & regulatory position

Named. Not implied.

Most cabling websites say “fully compliant” and stop. Compliant with what, measured how, and evidenced by whom are the only questions that matter when a specification is disputed, an insurer asks, or a building falls into the higher-risk regime. Below is the actual instrument set our design, cable selection, installation practice and test limits are set against. We reference the applicable instruments on the quotation so there is nothing to construct at handover.

Statement of currency

The positions on this page are stated as at August 2026. Standards and statutory instruments are periodically amended; where a position has changed we update this page and we notify clients holding live framework agreements.

This page is provided for information. It is not legal or design advice, it is not a warranty, and it does not form part of any contract unless expressly incorporated in writing.

01 · What changed in 2026

Two developments this year materially alter how a data infrastructure project should be specified.

If your current cabling specification, framework rate card or consultant's performance schedule pre-dates April 2026, it does not reflect either of the following. Neither is optional, and neither is a matter of interpretation.

BS 7671:2018+A4:2026 · published 15 April 2026

Power over Ethernet enters the IET Wiring Regulations

The IET and BSI published Amendment 4:2026 to BS 7671:2018 on 15 April 2026. Among its principal changes it introduces:

  • NewSection 716 — Power over Ethernet
  • NewFunctional earthing & bonding for ICT
  • NewStationary secondary batteries
  • RevisedSection 710 — medical locations
  • RecognisedProtective neutral bonding (PNB)
  • WithdrawnA2:2022 + A3:2024 on 15 Oct 2026

Why this matters to you. A PoE installation delivering up to 90 W per port under IEEE 802.3bt Type 4 now sits within the scope of the national wiring standard. Bundle sizing, thermal performance, conductor selection, containment fill and functional earthing arrangements are no longer purely data-side design decisions.

Our position. Data Cablers designs PoE installations against Section 716, and the electrical elements are delivered and certified under the group's NICEIC certification. A data contractor without electrical certification is now, in substance, contributing to a design governed by a standard it is not certified against — and on a Building Safety Act project that becomes a competence question at Gateway rather than a snag at handover.

Ofcom statement · 20 July 2026

Hybrid sharing adopted for the upper 6 GHz band

Ofcom has adopted a hybrid-sharing framework for the upper 6 GHz band (6425–7125 MHz), allocating priority between Wi-Fi and mobile use:

  • Wi-Fi priority6425–6585 MHz
  • Mobile priority6585–7125 MHz
  • Indoor Wi-FiLow Power Indoor, licence exempt
  • Portable devicesVery Low Power, licence exempt
  • Higher power / outdoorAFC required
  • Lower 6 GHz5925–6425 MHz, already available

Why this matters to you. More usable spectrum increases the number of clean 320 MHz channels available to Wi-Fi 7 and reduces co-channel contention in dense environments. It does not increase indoor transmit power, and it therefore does not reduce the number of access points a building requires.

Our position. Any wireless proposal issued after July 2026 should state which portion of the band it plans in, whether AFC applies, and what the access point count is based on. We state all three. A refresh quoted without a fresh predictive design and a validation survey is a materials list, not a network design, and we will say so in writing before you sign.

02 · Standards register

The instruments we design and test against.

This is the register referenced on our quotations. Where a client, landlord, insurer or consultant imposes an additional or alternative standard, we adopt it and record the substitution rather than quietly working to our own.

BS EN 50173 series

Generic cabling for customer premises

Defines the channel and permanent link classes — Class D through Class FA, and Class I / II for Category 8 — against which our copper performance is measured. Part 5 addresses cabling for data centre spaces specifically.

BS EN 50174-1 / -2 / -3

Installation planning, practice & quality assurance

Specification and administration including labelling and record keeping; installation practice inside buildings, covering separation from power supplies and bundle limits for Power over Ethernet heat rise; and installation outside buildings for external and inter-building routes.

BS 6701:2016+A1:2017

Telecommunications equipment and cabling — installation, operation and maintenance

The UK installation benchmark for telecommunications cabling. It recommends a minimum reaction-to-fire performance of Euroclass Cca-s1b,d2,a2 for installation cables routed within the external fire barrier of a building. We specify to that recommendation as our default position and depart from it only on a written instruction that records the reason.

Construction products · reaction to fire

Euroclass, Declarations of Performance & the 2026 reform programme

Great Britain sets no single statutory Euroclass minimum for general building cables, so the class is specification-driven and risk-driven. We set it against the building's fire strategy, the BS 6701 recommendation and any client or insurer requirement, and we record the Declaration of Performance and Euroclass in the handover pack.

Current position. CE-marked construction products remain accepted for placing on the GB market. The Government's Construction Products Reform White Paper consultation ran from 25 February to 20 May 2026, proposing a risk-based General Safety Requirement; BSI published PAS 2000:2026 in March 2026 as a supporting framework. We track this programme and will update client specifications as the regime is implemented.

BS 7671:2018+A4:2026

Requirements for Electrical Installations — IET Wiring Regulations

Applies wherever our work touches the fixed electrical installation: containment, bonding, segregation, cabinet and comms room supplies, and now Power over Ethernet under Section 716 and functional earthing for ICT systems. Regulation 527.1.3 ties cable selection to reaction-to-fire performance.

IEC 61935-1 & IEC 61280-4

Field testing of balanced cabling and fibre links

The methods and limits behind every certificate we issue. Copper to IEC 61935-1, or to ANSI/TIA-1152-A where a client standard requires the TIA method. Fibre insertion loss to IEC 61280-4-1 (multimode) and IEC 61280-4-2 (singlemode), with Tier 2 OTDR where specified.

Building Safety Act 2022

Higher-risk buildings, duty holders and the golden thread

The higher-risk building regime applies to buildings at least 18 metres in height or of at least seven storeys containing two or more residential units, and to hospitals and care homes meeting the height threshold. The golden thread of information has been a legal duty since April 2024, and Gateway approvals apply at planning, pre-construction and completion.

Where we work in scope, our test records, product traceability, fire stopping evidence and as-installed information are produced in a form that hands directly into the golden thread. This is a specification and cost decision made at tender stage; retrofitting the evidence after completion is materially more expensive than collecting it as the work proceeds.

BS EN 1366-3 & BS 476-20

Fire resistance of service penetrations

Every penetration we form through a fire compartment is reinstated with a tested system, installed within the manufacturer's field of application, and photographed with its location reference before it is concealed. An unphotographed penetration is treated as an incomplete work item, not as a completed one.

BS EN 50600 & ISO/IEC 22237

Data centre facilities and infrastructures

Design, availability classification, physical security and operational process requirements for data centre facilities. Where a facility operates to an availability class or to a client standard such as ANSI/TIA-942, we build to that classification and evidence conformity in the handover record.

ISO/IEC 11801 series

International generic cabling

The international parent standard for the EN 50173 series, including the Class F / FA and Class I / II definitions. ISO/IEC TR 11801-9906:2025 addresses balanced single-pair cabling channels up to 600 MHz for Single Pair Ethernet, relevant to building services and industrial edge deployments.

03 · Evidence

A quality installation is one you can audit.

Workmanship that cannot be inspected is a claim, not a standard. The deliverable is not the cable; it is the evidence that the cable performs and that it was installed lawfully. This is exactly what arrives on completion, and it is the same pack whether the order is four points or four thousand.

  • 01Test certificate for every linkNot a sample. Not a summary. Headroom shown per link, so a marginal pass cannot conceal itself inside an average. Native tester file plus PDF, so the results can be re-interrogated in ten years.
  • 02Labelling scheduleOutlet, panel port and cabinet identified consistently at both ends, on the administration principles of BS EN 50174-1. Labelled into your existing scheme where one exists.
  • 03As-installed drawingsMarked-up plans showing outlet positions, cable routes, containment and cabinet elevations, issued in an editable format as well as PDF.
  • 04Photographic recordCabinet as found and as left, containment before the ceiling closes, fire stopping at every penetration with its location reference.
  • 05Materials and product recordCable batch, CPR Euroclass, Declaration of Performance and manufacturer for the whole channel — the product traceability a golden thread record requires.
  • 06Warranty registrationWhere a manufacturer system warranty applies, we complete the registration and issue you the certificate. It does not sit on your desk to chase.

On system warranties — the part suppliers rarely explain

A twenty-five year warranty only exists if the whole channel is one manufacturer's tested system.

The cable, the panel, the module and the patch lead must all come from a single manufacturer's tested and warranted system, and the installer must be registered and current with that manufacturer to build it. Mix the components and you do not have a discounted warranty — you have a bag of parts with no cover at all.

We install complete warranted systems and we register the warranty on your behalf. Where a client instructs a mixed-component build to reduce material cost, we will price it, and we will confirm in writing that no system warranty will attach to it.
